Ticketing and Contesting Citation

Vehicle Inspection Officers (VIOs) are authorized to enforce regulations governing the for-hire vehicle industry in the District of Columbia. If a driver is found to be in violation of these regulations, the VIO may issue a ticket or citation.
If you receive a ticket from a VIO, it will include details about the violation, any associated fines or penalties, and instructions on how to either pay the fine or contest the ticket. Be sure to carefully read the information on the back of the ticket, as it provides important details regarding your rights and next steps.

Contesting a Ticket

If you believe the ticket was issued in error or wish to dispute the violation, you have the right to contest it through the Office of Administrative Hearings (OAH).

For more information or to file your appeal, visit the Office of Administrative Hearings (OAH) website: oah

For general inquiries regarding VIO-issued tickets, you may contact DFHV at (202) 645-7300 and select option two.

Complaints About Enforcement Actions

Below the title add the following language:

The Office of Consumer Complaints is responsible for addressing and investigating concerns related to the professionalism of Vehicle Inspection Officers (VIOs) in their interactions with the public, including for-hire operators such as taxicab, rideshare, and other vehicle-for-hire service providers. These complaints may involve allegations of inappropriate conduct, unprofessional behavior, or actions that undermine public trust.

To learn how to file a complaint against a VIO, refer to the For-Hire Vehicle Mediation Program and VIO Complaint Process, which provides detailed information about the submission and resolution procedures.

Please note that each case is unique, and outcomes may vary depending on the specific circumstances. Drivers and members of the public are encouraged to reach out to the Office of Consumer Complaints  to receive guidance on filing complaints.

Note, enforcement actions may be taken against individuals or companies as necessary. Details about the complaint and resolution process are provided below.
