Grant Funding

The Department of For-Hire Vehicles (DFHV) welcomes for-hire companies, drivers, and innovators whom are eligible to apply for grant programs designed to enhance the DC transportation experience for all DC residents, drivers, and visitors alike.  The Department of For-Hire Vehicles is offering grant funding to fulfill the regulatory responsibility to support the economic viability of the for-hire industry and to enhance customer choice. DFHV is subjected to regulatory requirements and amendments, the DFHV is authorized to provided grants to owners of licensed taxicabs legally operating and incorporated in the District for purposes outlined in D.C. Official Code § 50-301.20 (b) (1).  

Current Opportunities 

The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV”), is soliciting applications from all eligible DFHV licensed taxicab companies (“Taxicab Companies”), Limousine Company Operating Authority, and transportation network companies (“TNCs”), with current Digital Taxicab Solution (“DTS”) or Digital Dispatch Services (“DDS”) DFHV licensing and Operational Authority to support DFHV’s DC SchoolConnect transportation services. DFHV may seek to expand its Safe Passage grant program and service dependent on the program’s performance success. The DC SchoolConnect Safe Passage Pilot (“DC SchoolConnect”) program provides a shared riding mobility point-to-point solution to transport children to and from selected schools in the District’s Safe Passages zones in Wards 7 and 8. Eligible entities must have DFHV’s operating authority approval to apply and be able to supply drivers to the program throughout the year.  DFHV seeks to leverage the capacity of the local for-hire vehicle industry and the applicant will detail the use of innovative and best recruitment practices to attract and retain professional drivers.   • The Department of For-Hire Vehicles (“DFHV”) is soliciting applications from eligible DFHV licensed and approved Digital Taxi Solutions (“DTS”) provider or a business partnership of a DTS and Taxicab Company Operating Authority providers as a single entity, or approved Transportation Network Company (“TNC”) partnering with DTS or acting a single entity (hereinafter “Awardee” or “Applicant”) to provide transportation services supporting the Department of Behavioral Health’s MyRides program.  The purpose of this project is to remove transportation as a barrier for people seeking to access treatment services for opioid use disorder (“OUD”). Individuals with OUD may be ready for treatment but do not have the time, resources, or energy to travel via public transportation.   • The Department of For-Hire Vehicles is seeking to collect applications from approved Digital Taxi Solution (“DTS”) provider or a business partnership of a DTS and Taxicab Company providers as a single entity (hereinafter “Awardee” or “Applicant”) to assist DFHV in the continued development and introduction of a modern new dome light (or rooftop taxi light) option that enhances the passenger experience, increase taxi driver’s earnings, and can serve as a model for the entire public for-hire fleet for years to come.   • Notice of the Grant Funding Availability (“NOFA”) for DFHV’s MyRide transportation service program.  DHFV has partnered with the Department of Behavioral Health to develop a transportation service for DC residents seeking opioid treatment services within the District of Columbia.   • DFHV is notifying the for-hire industry of a grant opportunity by publishing this Notice of Funding Availability (“NOFA”) entitled: FY23 Promise Rides.  DFHV has partnered with the Mayor’s Office Building Blocks DC staff to create a transportation service for DC residents who have suffered from or is effected by gun violence trauma.  The applicant will need to describe how they manage and enhance this current service through the grant application process. Applicants seeking to apply for DFHV’s grant program will need to create a Zoomgrants’ profile, which can be found by clicking this link: Zoomgrants Portal: FY23 Promise Rides. Prior to creating your Zoomgrants’ profile, an applicant should review the Request for Application (“RFA”) and NOFA carefully and join DFHV staff for the Pre-Application Conference to questions answered prior to completing an application. DFHV has partnered with the Mayor’s Office of Veteran Affairs (“MOVA”) to create a veteran transportation service and the applicant will need to work closely with the DFHV Project Lead, MOVA staff, as well as the veteran community to ensure a high quality service will be maintain through out Fiscal Year 2023 (“FY23”).
