Grant Funding

The Department of For-Hire Vehicles (DFHV) welcomes for-hire companies, drivers, and innovators whom are eligible to apply for grant programs designed to enhance the DC transportation experience for all DC residents, drivers, and visitors alike.  The Department of For-Hire Vehicles is offering grant funding to fulfill the regulatory responsibility to support the economic viability of the for-hire industry and to enhance customer choice. DFHV is subjected to regulatory requirements and amendments, the DFHV is authorized to provided grants to owners of licensed taxicabs legally operating and incorporated in the District for purposes outlined in D.C. Official Code § 50-301.20 (b) (1).  

Current Opportunities 

1) Notice of the Grant Funding Availability (“NOFA”) for DFHV’s MyRide transportation service program.  DHFV has partnered with the Department of Behavioral Health to develop a transportation service for DC residents seeking opioid treatment services within the District of Columbia. Applicants seeking to apply for ongoing program will find the program requirements and DC Government’s expectations located in the Request for Application RFA and NOFA .  All applicants will need to create a Zoomgrants profile.  DFHV is only accepting fully completed online applications for this program.  Applicants may access DFHV Zoomgrants’ portal by clicking the following link: Zoomgrants: MyRides Application.

2)  DFHV is notifying the for-hire industry of a grant opportunity by publishing this Notice of Funding Availability (“NOFA”) entitled: FY23 Promise Rides.  DFHV has partnered with the Mayor’s Office Building Blocks DC staff to create a transportation service for DC residents who have suffered from or is effected by gun violence trauma.  The applicant will need to describe how they manage and enhance this current service through the grant application process. Applicants seeking to apply for DFHV’s grant program will need to create a Zoomgrants’ profile, which can be found by clicking this link: Zoomgrants Portal: FY23 Promise Rides. Prior to creating your Zoomgrants’ profile, an applicant should review the Request for Application (“RFA”) and NOFA carefully and join DFHV staff for the Pre-Application Conference to questions answered prior to completing an application. 3) DFHV is announcing the publication of the FY23 Transport DC Notice of Funding Availability (NOFA). Applicants seeking to apply for the existing grant program will need to create a profile within Zoomgrants database and complete the application, including uploading all required documents. DFHV will only be accepting online applications submitted through the Zoomgrants’ portal. An applicant seeking additional information pertaining to this grant opportunity may review the Request for Applications (RFA) and Notice of Funding Availability (NOFA). Applicant seeking to apply for the Transport DC grant may do so by clicking on the application link: Zoomgrants Portal: FY23 Transport DC.This grant application for this program will be closing October 7, 2022, Midnight, PT.

1)  DFHV is publishing a Notice of Funding Availability (NOFA) for its current grant program entitled:  Education First – Transportation Services.  DFHV has partnered with the Child and Family Service Agency (“CFSA”) to create a youth transportation service and the applicant will need work closely with both DFHV’s Project Lead and CFSA’s social workers to ensure the transportation services operated smoothly daily.  Applicants seeking to apply for DFHV’s grant program will need to generate a Zoomgrants’ profile, which can be found by clicking this link:  Education First - Transportation Services Application.  Prior to starting an application, a potential applicant should review the program descriptor and requirements listed within the grant announcements, the document links are: RFA, NOFA. 2) DFHV is announcing the publication of the FY23 VetsRide Notice of Funding Availability (“NOFA”), a current grant program that is in operation today. DFHV has partnered with the Mayor’s Office of Veteran Affairs (“MOVA”) to create a veteran transportation service and the applicant will need to work closely with the DFHV Project Lead, MOVA staff, as well as the veteran community to ensure a high quality service will be maintain through out Fiscal Year 2023 (“FY23”). 3) DFHV is announcing the publication of the FY23 Non-Emergency Medical Transportation Notice of Funding Availability (NOFA). Applicants seeking to apply for the existing grant program will need to create a profile within the ZoomGrants portal, DFHV will only be accepting online applications submitted through ZoomGrants. An applicant may review or apply for the grant by clicking on this link:  FY23 NEMT Application. An applicant can access the application documents and review what is required by clicking on the following links: RFANOFA. The grant application for the program will be closing August 26, 2022, Midnight, PT. 4) “Notice of Grant Funding for DFHV’s FY22 Universal E-hail  program to provide a universal taxi mobile application (“universal app”) to operate and provide service across the entire District of Columbia. The Request for Applications (“RFA”), Notice of Funding Availability (“NOFA”), and the required documents needed to apply are found within the RFA, Appendix IV, as well as within DFHV’s grant portal entitled Zoomgrants. An applicant can access the application documents by clicking on the following links: NOFA, RFA, and ZoomGrants. The application will close August 19, 2022; Midnight PT with a presumed project start date of October 1, 2022.” Application closed.

5) DFHV is publishing a Notice of Grant Funding Availability (NOFA) for DFHV’s FY22 Career and Technical Education Service Pilot program. Applicants seeking to apply for the DFHV grant will need to create a profile within the ZoomGrants portal. DFHV will only accept online submission through the ZoomGrants’ portal: DFHV Zoomgrants Portal: Career and Technical Education Transportation Service Application. The required eligibility criteria is located in sections C and D within the RFA, this can be accessed here for the applicant’s review:  RFA, NOFA . The deadline for submitting completed applications will be August 22, 2022; midnight, PT. Pre-Application Meetings are scheduled for August, 3 2021, 2 pm – 3:30 pm, see page 7 of the RFA for meeting access information. DFHV will not be offering a rolling application deadline at this time. 6) Notice of Grant Funding for DFHV’s FY22 Commercial Driver License (CDL) Training and Incentive Grant to Support SchoolConnect for Economic and Career Development of Taxi Drivers. The Request for Applications (RFA), Notice of Funding Availability (NOFA), and the required Participation Agreement found within the RFA, Appendix IV, can be accessed here for the applicant’s review: CDL Training NOFA, CDL Training RFA, and Participation Agreement; DFHV will keep this grant application open until further notice. 7) Notice of Grant Funding for DFHV’s FY22 Charge Me Up 2 (EV Charging Tower Project) program. Applicants seeking to apply for the DFHV grant will need to create a profile within the ZoomGrants’ portal. DFHV will only be accepting online application submission through ZoomGrants. The Request for Applications (“RFA”), Notice of Funding Availability (“NOFA”), and the required eligibility criteria is located within the RFA, review each document thoroughly: FY22 Charging Station RFA and FY22 Charge Me Up 2 EV Grant NOFA. The application within ZoomGrants will go live on 6/10/22 and will close on 7/1/22, midnight, PT.
