You may request a hearing for decisions and orders issued by the Department of For-Hire Vehicles (DFHV). If you schedule a hearing, depending on the type of case you have, your hearing may take place in either the DFHV or the Office of Administrative Hearings (OAH). DFHV issues Notices of Infraction to taxicab operators for violating various regulations. These notices are issued by DFHV Vehicle Inspection Officers and other law enforcement personnel. These include: refusing to haul passengers and maintenance of the vehicle. DFHV can issue proposed or immediate notices to suspend a taxicab operator’s license. Complaints from members of the public can also result in the issuance of a Notice of Infraction.
License Cases
If you wish to contest the proposed suspension or revocation of your license and “deny” it, an in-person hearing will be scheduled at the Office of Hearing Examiners during which you and the Department of For-Hire Vehicles can present evidence.
To deny, and request a hearing:
1) Complete and submit both the DFHV Request a Hearing Form and the DFHV Office of Hearing Examiners’ Appeal Form online.
2) Download, print, and complete the DFHV Request a Hearing Form and the DFHV Office of Hearing Examiners’ Appeal Form, then;
• Hand deilver the completed form to the Department of For-Hire Vehicles at 2235 Shannon Place SE, Suite 2001, Washington, DC 20020
• Mail the completed complaint form to the Department of For-Hire Vehicles’ Office of Hearing Examiners, 2235 Shannon Place SE, Suite 2032, Washington, DC 20020; or
3) Submit your complaint via email to [email protected]. Please make sure to attach both the DFHV Request a Hearing Form and the DFHV Office of Hearing Examiners’ Appeal Form, fully completed, to the email requesting a hearing.

Notice of Infraction Cases
If you wish to contest the Notices of Infraction and “deny” it, an in-person hearing may be scheduled with the Office of Administrative Hearings during which you and the DFHV can present evidence. The instructions on the Notices of Infraction may vary depending on how the Notice is issued, please pay close attention to the instructions on the Notices. They explain that you can “admit” (take responsibility and pay the fine), “admit with explanation” (take responsibility but offer an explanation that the administrative law judge might take into account in deciding a fine) or “deny” (take no responsibility).
• If you “admit” this means you take responsibility and will pay the fine.
• If you “admit with explanation,”
- DFHV will be given a chance to respond to your explanation and;
- then the OAH administrative law judge will decide the case based on the papers submitted.
• If you “deny,” an in-person hearing is scheduled at OAH during which the Department of For-Hire Vehicles and you can present evidence.

All hearings concerning proposed suspension of your license and proposed revocation of your license for violations of the DFHV regulations will be held at the DFHV, 2235 Shannon Place SE, Washington, DC 20020. If you are scheduled for a hearing, please note the following:
Attendance Required: If you are absent or late, you may lose your case. If you are absent, you may be subject to a penalty equal to the amount of the fine.
Directions: The nearest Metro stop is Anacostia Metro on the Green Line. There is a paid lot and some free street parking available near the DFHV. Limited street parking is available. You will need photo identification to enter the building.
Office of Administrative Hearings
Hearings concerning Orders of Immediate Suspension and Notices of Infraction issued for violations of the DFHV regulations will be held at the OAH, 441 4th Street NW, Washington, DC 20001. If you are scheduled for a hearing, please note the following:
Attendance Required: If you are absent or late, you may lose your case. If you are absent, you may be subject to a penalty equal to the amount of the fine.
Directions: The nearest Metro stop is Judiciary Square on the Red Line. Paid parking is very limited. You will need photo identification to enter the building.
