DCTC Adds to Senior Staff

Chief of Operations and Chief Hack Inpector Start on December 2

The DC Taxicab Commission (DCTC) today announces the hiring of two senior level staff members. John A. Scott will join DCTC as the Chief of Operations and Dennis Starks will fill the position of Chief Hack Inspector. Both men will officially assume their duties on Monday, December 2, 2013.

John A. Scott takes over for Ernest Chrappah who recently left to pursue other professional opportunities.  Scott will handle the oversight of all technical services including the Modern Taximeter System operations, driver and consumer servicing and vehicle modernization. Since 2007, he has served as the Taxicab Administration Manager for the Metropolitan Transit System/Metropolitan Transit Development Board in San Diego, CA. His responsibilities included managing the recalculation of fares, monitoring administrative violations, developing recommendations to revise the Paratransit Code, processing permit applications and auditing the collection of fees. He is also the current Chairman of the Board of the International Association of Transportation Regulators (IATR).

Dennis Starks will undertake the newly created position of Chief Hack Inspector and will be responsible for deploying, supervising and expanding the number of Hack Inspectors. Starks is a graduate of the Howard University School of Law and has been in private practice for more than seven years advising clients on regulatory compliance and transportation law. He previously served as Chief of Staff and Senior Attorney for the US Surface Transportation Board; Regional Counsel/Supervisory Attorney for the Interstate Commerce Commission; and Senior Trial Attorney in the Office of the General Counsel at the Interstate Commerce Commission. He is also a member of the DC Metropolitan Police Department (MPD) where he commands all reserve police office operations and deployments. He earned Reserve Officer of the Year honors from MPD in 2007.
