H-Tag Pathways

H-Tags

As of March 17, 2018, the Department of For-Hire Vehicles (DFHV) has four pathways to obtain a new H-Tag: (1) purchasing a new 100% electric vehicle (EV) or plug-in hybrid electric vehicle (PHEV); (2) purchasing a wheelchair accessible vehicle (WAV); (3) purchasing a vehicle consistent with the program for drivers who surrendered tags between July 6, 2007 and July 6, 2011; and (4) H-Tag Pilot Program.

Here are the details for each pathway:

100% Electric and Plug-In Hybrid Vehicle Requirements:

•    Purchase a 100% electric vehicle or plug-in hybrid vehicle with no more than 100,000 miles.
•    Download and complete One Stop Application Form. Section two of the Form must be completed by an insurance company, and For-Hire insurance is required.
•    Provide proof of either vehicle purchase or vehicle title, in applicant’s name.
•    Get vehicle painted in the DFHV Uniform Color Scheme and have installed Digital Taxi Solution equipment.
•    Take vehicle to DC DMV Southwest Vehicle Inspection Station for a safety inspection.
•    Bring four (4) pictures (front, back, and each side) and completed One Stop application to DFHV for signature to receive new H-Tags.
•    Take vehicle and signed One Stop application to DMV for new vehicle registration and new H-Tags.
•    Bring new vehicle registration back to DFHV to activate a PVIN.
•    If the driver is a DC Resident, he or she needs to show proof of residency (Driver’s License) and apply for a Certificate of Operating Authority-Independent Taxicab.
•    If the driver is a non-DC Resident (Maryland or Virginia), he or she must apply for an Independent Vehicle Business (IVB) License.

Wheelchair Accessible Vehicles (WAV) Requirements:

•    Purchase a vehicle not more than two (2) model years older that the current calendar year.
•    Submit for approval a participation letter from one of the participating companies stating the applicant driver has agreed to be a part of theTransport DC Program for 3 years. 
•    Provide proof of WAV vehicle purchase or WAV vehicle title, in applicant’s name.
•    Get vehicle painted in the Uniform Color Scheme and have installed Digital Taxi Solution, equipment.
•    Download and complete One Stop Application Form. Section two of the Form must be completed by an insurance company, and For-Hire insurance is required.
•    Take vehicle to DC DMV Southwest Vehicle Inspection Station for a safety inspection.
•    Bring four (4) pictures (front, back, and each side) and completed One Stop application to DFHV for signature to receive new H-Tags.
•    Take vehicle to DMV for registration and obtain new H-Tags.
•    If the driver is a DC Resident, he or she needs to show proof of residency (Driver’s License) and apply for a Certificate of Operating Authority-Independent Taxicab.
•    If the driver is a non-DC Resident (Maryland or Virginia), he or she must apply for an Independent Vehicle Business (IVB) License.

Surrendered H-Tag Requirements:

•    Must demonstrate a “bona fide reason(s)” for surrendering a previous H-Tag, as set forth in Title 31 DCMR § 1010.20.
•    Must provide supporting documentation that a previous H-Tag was surrendered to the Department of Motor Vehicles (DMV) between July 6, 2007 – July 6, 2011.
•    Must provide supporting documentation that a previous H-Tag was surrendered in good faith, reliance on Title 31 DCMR § 506.
•    Must be willing to place into service either a 100% electric or hybrid plug in, or wheelchair accessible vehicle, or a vehicle placed into service under a dispatch agreement with a Transport DC provider. 
•    If the driver is a DC Resident, he or she needs to show proof of residency (Driver’s License) and apply for a Certificate of Operating Authority-Independent Taxicab.
•    If the driver is a non-DC Resident (Maryland or Virginia), he or she must apply for an Independent Vehicle Business (IVB) License.

H-Tag Pilot Program

The H-Tag Pilot Program allows a District-licensed taxicab company or District-licensed holder of a Facecard Identification to obtain H-Tags; on the condition the applicant participates in programs that improve and expand micro-transit opportunities, expand access to for-hire transportation to disadvantaged or under-served populations, and in other initiatives as may be determined by DFHV.
