The District of Columbia Department of For-Hire Vehicles (“DFHV”) requires licensed limo drivers in Washington, D.C., to report all for-hire limo trips to the Department. For ease of reporting, DFHV created the DFHV Limo App, which allows limo drivers to submit their trip data easily and electronically in accordance with D.C.’s regulations.

While performing for-hire trips in Washington, D.C., limo drivers must have the Limo App activated and must log into the app and indicate “On Duty” status. When not performing trips in Washington, D.C., limo drivers may switch to “Off Duty” status or log out of the App and close it.

Data Access and Data Collection

To log into the App, the following data must be entered:

• Driver ID (Face ID) issued by DFHV
• The license plate or other identifier of the vehicle registered with DFHV for limo trips

Once logged in and in an “On Duty” status, the App uses the device’s location services to collect the following data:

• The origin and destination locations of each trip (latitude & longitude). This information is used to geocode the actual address of the origin and destination of the trip
• Your vehicle’s location with a minimum time interval between location changes of 3 seconds or a minimum distance change of 25 meters.

A driver does not need to do anything to collect and submit this information as the app does it automatically. However, the app no longer collects or submits data if it is in an “Off Duty” status or if the driver logs out.

Data Use

The App reports the aforementioned data to DFHV securely using HTTPS over the internet to DFHV’s taxi and limo trip database, which is DFHV’s system of record for all taxi and limo trips in Washington, D.C. DFHV uses trip data for internal transportation planning and analysis purposes.

Data Sharing

DFHV may share anonymized trip data mentioned above to the Open Data DC portal, but takes precautions to protect privacy. DFHV does not share name or license plate information. Furthermore, DFHV adjusts origin and destination latitude and longitude data to protect privacy. DFHV may share more detailed data confidentially with other District Government agencies for planning purposes. DFHV does not sell any data collected from the App.
