Rulemaking by the Department of For-Hire Vehicles (DFHV):

Proposed rules approved by the Department are subject to the notice and comment requirements of the DC Administrative Procedures Act. Comment periods begin with publication in the DC Register.  Final rules approved by the Department are effective upon publication in the DC Register. Emergency rules approved by the Department are effective at the time of adoption, unless a later date is stated in the notice of emergency rulemaking.
