Mr. Tapscott is a resident of Ward 7 in Washington, DC.  He is retired from the federal government after 34 years of dedicated service.  He drove a taxicab in the District for approximately 50 years.  He also previously served about 10 years on the Commission prior to this recent appointment.

Mr. Tapscott has expressed tremendous joy to serve again and offer his knowledge and experience to assist in working in a collaborative manner for the overall benefit of the city, its residents and visitors and particularly the taxi drivers.
