DCTC Takes Final Action to Replace Emergency Regulations for MTS

Determination and findings document offers regulatory process insight

(Washington, DC) – The DC Taxicab Commission (DCTC) approved today the adoption of final regulations concerning the Modern Taximeter System (MTS) which replaces the emergency rulemaking published on June 7, 2013 that supplemented the original MTS rules published on May 17, 2013. The original MTS rules amended Chapters 4, 6 and 8 of Title 31. The rulemaking today takes the place of the emergency regulations and contained no substantive changes.

The accompanying Determination and Findings document entitled “Revisions to Modern Taximeter System Rulemakings Pertaining to Digital Dispatch Services” offers a thorough review of the regulatory process including the analysis and conclusion that provides insight to DCTC’s rulemaking.

The MTS regulations became effective on May 31, 2013 and while the implementation was initially slow the industry has recently accelerated the MTS installations. The integration of Digital Dispatch Services (DDSs) and Payment Service Providers (PSPs) has been demonstrated to have no technical glitches and trip data and the passenger surcharge have begun to be collected. DCTC expects that the city’s fleet of taxicabs will meet the August 31, 2013 deadline to have the MTS; thus giving passengers the option to pay for rides with their credit or debit cards.
