DC Taxicab Commission Sets Terms for Gleike to Cease Operations

Gleike to return Certificate of Operating Authority as a Payment Service Provider

The DC Taxicab Commission (DCTC) has set terms for Gleike to cease operating as a Payment Service Provider (PSP). Gleike has agreed to return its Certificate of Operating Authority due to its failure to meet DCTC regulations following financial problems that have jeopardized the required payments to their customers, the payment to the District of collected passenger surcharges and other issues.  Vehicle owners who are customers of Gleike have been advised by DCTC to immediately consult their contractual agreements and make arrangements to transition to other approved PSPs.

DCTC wants Gleike’s customers to avoid being penalized for not having operational MTS units as Gleike winds down its operations. To avoid penalties during this brief period, owners must schedule appointments by Friday, January 17, for the purpose of installing new MTS equipment. Documentation of the appointment must be kept inside the vehicle at all times to avoid enforcement action. Also note that Transco another approved PSP has advised DCTC that it will accept former Gleike customers and has agreed it will not charge any installation fees.

Gleike has been under scrutiny since reports came to DCTC’s attention that the company was not making timely payments to owners, was not providing required technical support to system users and was not maintaining up-to-date record keeping. The company has been unable to resolve these issues and thus could no longer meet PSP regulatory requirements. Gleike’s default on its passenger surcharge payments to the District may also result in DCTC’s exercising its authority to make a claim against the $50,000 bond posted by Gleike when it was approved as a PSP.

DCTC wants to ensure the District’s public vehicle for hire industry that enforcement of the regulatory requirements for approved PSPs is a priority.
