To place a For-Hire vehicle in service H-Tag (Taxi), or L-Tag (Limousine), the following steps are required:
- Download and complete the Taxi/Limousine Vehicle Registration Form below (formerly known as the “One-Stop Form”). Form can also be obtained from respective insurance companies.
- Commercial Insurance is required.
- Complete the Independent Operating Authority Application below.
Important:
- Taxicab vehicles must be 150,00 miles or less, painted in the DFHV Uniform Color Scheme and have an approved Digital Meter installed.
- DC residents must complete the DFHV Independent Operating Authority Application. This is applicable for both H-Tag (Taxi), and L-Tag (Limousine) applicants.
- Non-DC residents (Maryland or Virginia) must apply for an IVB - Independent Vehicle Business by completing the DFHV Independent Operating Authority Application and selecting IVB. Taxi Only
- Incomplete Applications will not be considered.

Please Note: Independent Operating Authorities must be renewed no later than December 31st each year. Failure to renew will result in the deactivation of your Operating Authority to include associated taxicab or limousine. Independent Vehicle Business (IVB) must be renewed annually on the effective date of the original application.
