DC Taxicab Commission Issues Pre-Approval Notices to Payment Service Providers of Modern Taximeter System

10 companies to begin testing data transmissions

The DC Taxicab Commission (DCTC) today issued pre-approval notifications to ten (10) companies seeking to be Payment Service Providers (PSPs) of the proposed Modern Taximeter System (MTS).  Final approval is pending the successful completion of testing the transmission of electronic trip data sheets and driver verification. The selection of PSPs does not place any limits on the ability of taxi operators to choose more than one digital reservation service provider.

These pre-approvals are critical steps towards the implementation of MTS which will provide riders of all DC taxis with a non-cash payment option. The Commission is scheduled to vote whether to publish MTS rulemaking as final on Wednesday, May 8, 2013. Presuming the regulations are approved for publication, the installation of the MTS will be authorized to begin on June 1, 2013. All DC taxis will then be required to be equipped by August 31, 2013.

The ten companies receiving pre-approval notification include DC VIP Cab; Yellowcab of DC; Transco; Verifone; USA Motors; Pathfinder; Universal Tranware LLC; United Ventures Consortium Inc; Skynet Solutions LLC; and Creative Mobile Technologies.

In addition to the successful completion of the testing phase, final approval for these PSPs is contingent on the final adoption of MTS regulations, demonstrated compliance with those regulations, the posting of a security bond and the remittance of the passenger surcharge to the Office of the Chief Financial Officer.

The General Commission Meeting on May 8 will be held at 10 am at 441 4th Street, NW in the Old Council Chambers on the First Floor.
