Summary of October 17, 2012 Executive Session

The DC Taxicab Commission held an Executive Session on Wednesday, October 17, 2012. All Commission members were in attendance along with General Counsel Jacques Lerner; Assistant Secretary to the Commission Juanda Mixon; and Special Assistant to the Chairman Ernest Chrappah.

It was confirmed that Commissioner Cyril Crocker will head the panel to oversee the program to develop the one-color scheme for taxicabs. He will be joined by Commissioners Paul Cohn, Elliott Ferguson and Stanley Tapscott. The panel will be responsible for making a thorough review including holding a public hearing, meeting with individual taxicab owners and performing other fact finding duties. Recommendations are expected to be presented at the General Commission Meeting in February 2013.

Chairman Ron M. Linton will head a second panel to oversee the fleet modernization program and the development of the Sedan-class regulations. Other Commissioners designated to serve on this panel include Ralph Burns and Anthony Muhammad.

The Commission will fulfill the legislative requirement to form a Wheelchair Advisory Committee with Commissioner Anthony Muhammad to head it. Members of this committee will include representatives from the Office of Disability Rights; the Office of Human Rights; and the Commission on Persons with Disabilities. The committee will be responsible for developing recommendations for consideration and implementation.

Several other items were discussed including: developing preliminary legislation to define the Sedan-class of public vehicle-for-hire; preparing possible regulations to ensure compliance by drivers with the Clean Hands Act by confirming payment of outstanding violations; examining the relationship between the owners of vehicles who affiliate with taxicab companies and the companies; and lastly, as part of the vehicle modernization effort there is consideration to postpone the removal of older vehicles and restrict the registration of new vehicles until June 2013.
