Grant Funding

The Department of For-Hire Vehicles (DFHV) welcomes for-hire companies, drivers and innovators whom are eligible to apply for grant programs designed to enhance the DC transportation experience for all DC residents, drivers and visitors alike. The Department of For-Hire Vehicles is offering grant funding to fulfill the regulatory responsibility to support the economic viability of the for-hire industry and to enhance customer choice. DFHV is subjected to regulatory requirements and amendments, the DFHV is authorized to provided grants to owners of licensed taxicabs legally operating and incorporated in the District for purposes outlined in DC Official Code § 50-301.20 (b) (1).  

Current Opportunities 

The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV”), is soliciting applications from all eligible wheelchair accessible vehicles (“WAV”) taxicab drivers or companies to provide an essential service for people with disabilities by increasing community engagement options and sustaining quality of life standards for their customers. In line with this commitment, DFHV is introducing a WAV Repair Pilot program to provide support to eligible owners and operators of WAV taxicabs who have DFHV Operational Authority.  DFHV’s expectations are to ensure the applicant will repair his/her vehicle and keep it in operation through the fiscal year and support the District’s disability community beyond 2026. The application will open on October 1, 2025, and close on August 21, 2026, midnight EST. All applicants will need to create a Zoomgrants profile in order to apply for this grant opportunity (WAV Tune-Up Zoomgrant Application Link). DFHV is only accepting fully completed online applications for this program. The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV”), is soliciting applications from all eligible professional transportation and for-hire educators specialized in wheelchair-certified driver training courses for specialized transportation services or non-emergency medical transportation (“NEMT”) to new and veteran for-hire drivers throughout the District of Columbia.  DFVH is seeking to expand its WAV initiative programs and services that is dependent on the program’s performance successes. Applicants seeking to apply for this grant may apply between October 1st, 2025, and October 29, 2025 (PT), addition information may be found within the Request for Applications and Notice of Funding Available.  All applicants will need to create a ZoomGrants profile in order to complete the application. The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV”), is soliciting applications from all eligible DFHV licensed taxicab companies (“Taxicab Companies”), taxicab associations, or independent operators partnering with a DTS company who has the current Digital Taxicab Solution (“DTS”) certifications to increase the availability of wheelchair accessible vehicle (“WAV”) transportation services in the District through the distribution of incentives. DFHV may seek to expand its WAV grant program and services, depending on the program’s performance success.

Applicants seeking to apply for this grant opportunity may find additional information within the Request for Applications and Notice of Funding Availability RFA and  NOFA. The Application will open on October 10, 2025, and end on August 30, 2026, Midnight PT or when the funds are exhausted.  Furthermore, applicants who are independent WAV owner operations who do not live or have a business address within the District of Columbia shall seek a taxicab company to sponsor their application; the sponsorship letter can be here (ADD Sponsorship letter link).
