Vehicle Licensing

  • DFHV licenses for-hire vehicles Monday through Friday 8:30 am until 3:30 pm. Vehicles owners must complete the One Stop Form attached below. The vehicle owner must complete Section 1. The insurance representative and vehicle owner must complete Section 2.

  • The Independent Vehicle Business (IVB) is a District of Columbia based businesses formed by Maryland and Virginia residents for the purpose of allowing the registration of public vehicles-for-hire (taxicabs, limousines, and black cars) in Washington, DC as independent owner-operators. An IVB can be any type of District of Columbia based business (a corporation, an LLC, an LLP, or a sole proprietorship). This final rulemaking creates a pathway for non-District residents to own and operate DFHV licensed taxicabs and other luxury class vehicles, allowing them to legally provide point-to-point service in the District of Columbia.   • Luxury class vehicle is defined as a vehicle-for-hire that has a manufacturer’s rated seated capacity of fewer than 10 people, is not a salvaged vehicle, or a vehicle rented from an entity whose predominant business is that of renting motor vehicles on a time basis. The L-Tag Registration Form below must be submitted for approval.

  • The Non-District Limousine (NDL) Permit is available for any black car. Administrative Issuance AI-2019-03 (which replaces AI-2018-04) expands the number of non-District limousine owners eligible to participate.  In exchange for providing trip data through an app provided by DFHV, the vehicle owners are authorized to provide point-to-point services within the District of Columbia. Instructions for new applications, renewals, replacements, and additional drivers and vehicles are posted below.

  • Administrative Issuance AI-2016-007 established the Non-MSA Service Member Pilot Program to allow service members and their spouses stationed in the District of Columbia, Maryland, and Virginia to operate private sedans without an MSA personal driver's licenses. Either register directly with DFHV, or register with a private sedan business that chooses to participate in this program. No individual or private sedan business shall be required to participate in the program, or to pay any fee for participation. Submit registration here.

  • Administrative Issuance - AI-2017-07 allows for a Provisional License through one of two authorized limousine companies. Potential limousine drivers may apply for a Provisional License through these companies; pass the required exam; receive their Provisional License; and start driving while awaiting their actual Face ID. The provisional licenses will be good for 30 calendar days. Interested applicants may contact the companies listed below for further details:
