DFHV licenses for-hire vehicles Monday through Friday 8:30 am until 3:30 pm. Vehicles owners must complete the One Stop Form attached below. The vehicle owner must complete Section 1. The insurance representative and vehicle owner must complete Section 2.

The Non-District Limousine (NDL) Permit is available for any black car. Administrative Issuance AI-2022-02 (which replaces AI-2019-03) extends the program to allow for a one-year renewal of existing NDL permits and issuance of new NDL permits through September 30, 2022. To further alleviate the impact of COVID-19, there will be no fee for one-year renewal of existing NDL permits. Instructions for new applications, renewals, replacements, and additional drivers and vehicles are posted below.

Administrative Issuance AI-2016-007 established the Non-MSA Service Member Pilot Program to allow service members and their spouses stationed in the District of Columbia, Maryland, and Virginia to operate private sedans without an MSA personal driver's licenses. Either register directly with DFHV, or register with a private sedan business that chooses to participate in this program. No individual or private sedan business shall be required to participate in the program, or to pay any fee for participation. Submit registration here.
