While the District of Columbia Government began to modify its operations on Monda, March 16, 2020, in order to mitigate the spread of the coronavirus (COVID-19), the District government wants residents to know that it will continue to deliver essential services and keep the majority of its systems and services operating. As such, T2R continues to operate with no geographic restictions meaning residents can be picked up anywhere East of the Anacostia River and taken to approved locations. The Department of For-Hire Vehicles (DFHV) is pleased to announce that the Taxi-To-Rail (T2R) program has expanded to give more transportation options to residents in neighborhoods East of the River. Previously the program allowed for a free taxi trip up to $10 for those traveling to and from a Metro station East of the River. T2R will now include two additional Metro stations, Potomac Avenue and Navy Yard stations, as well as select grocery stores, and all libraries, recreation centers, and pools East of the River. So, a customer using the T2R service will receive a free taxi trip up to $10 to and from these locations.
T2R marks an effort to vastly improve transportation options for neighborhoods in the District of Columbia located east of the Anacostia River, as many places in this area are not in close proximity to metro stations, grocery stores, and other areas of interest.

Changes coming soon to Taxi-To-Rail
- Passengers will have a 4 trip limit per month on T2R rides
- No trip can have both a Pickup AND Drop-off location in the new DC Neighborhood Connect zone that serves East of the River
This new DC Neighborhood Connect zone is bordered by Pennsylvania Avenue, SE to the north, Southern Avenue, SE to the east, and Anacostia Freeway to the west. See map below.
