Veterans’ Pilot Program
The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV”) is soliciting applications from DCHV-licensed taxicab companies to provide taxicab transportation service to provide transportation service to eligible veterans (“MOVA Pilot Program”, Veterans’ Pilot Project {VPP}). Applicants must be capable of providing wheelchair accessible and non-wheelchair accessible transportation service through digital, online or telephone dispatch. The approved taxicab companies will provide transportation for eligible veteran clients to and from locations within the District of Columbia. Transportation services will be provided by both wheelchair accessible vehicles and standard taxicabs based on the client’s needs. The approved taxicab companies shall provide disability sensitivity and wheelchair accessible vehicle training to any DFHV licensed operator. This pilot program is part of the DFHV’s Innovation Grant Program (FHVINNO-2017-05-003).

DFHV will activate your online access within two business days and provide notification via email. Access will be granted to one email per taxicab company.
APPLICATION PROCESS ELIGIBILITY: Interested applicants must complete an online application on or before Thursday, November 30, 2017, at 5 pm. DFHV will not accept applications submitted via hand delivery, mail, or courier service. Late submissions and incomplete applications will not be forwarded to the review panel. Eligibility: Only DFHV-licensed taxicab companies may apply.
Period of Awards: The performance period is September 2017 up to September 30, 2018.

Selection Process: DFHV will select grant recipients through a competitive application process. All applications will be forwarded to a review panel to be evaluated, scored, and ranked based on the selection criteria listed in the RFA in the requirements contained in this announcement.
Reservations: DFHV reserves the right to issue addenda and/or amendments subsequent to the issuance of the innovation grant announcement or any NOFA or RFA, or to rescind any innovation grant announcements, NOFA or RFA.
