The Department of For-Hire Vehicles is accepting applications for new payment service providers (PSPs) under Chapter 4 of the DC Municipal Regulations, Title 31.
To apply for the operating authority period from September 1, 2016 to August 31, 2017, applicants must complete the attachment below titled "PSP MTS Application with Bond Form for the Period from 9-1-16 to 8-31-17" with all the required documentation.
The PSP renewal application for the operating authority period from September 1, 2016 to August 31, 2017 is due on June 30, 2016.
The application review process is as follows:
1) Application Acceptance
2) Application Evaluation
a. Application content evaluation
b. MTS demonstration(s)
c. Performance and compliance review on applicable DC Municipal
Regulations, Title 31, administrative issuances, and program requirements
3) Decision Making
a. Based on findings of the application evaluation

A complaint can be filed against a Payment Service Provider (PSP) for issues such as incorrect or non-payments, incorrect fare charges, fraudulent charges, meter malfunctions or credit card machines, or any other complaints with a PSP. All complaints must be presented in writing.The complaint must contain all of the details concerning the incident including a description of the issue or problem, at a minimum the name of the PSP, the name of the cab company, and the date and time of the incident. Please also include your name, mailing address, daytime phone number and email address, and the Department of For-Hire Vehicles Face ID number or PVIN. Additionally, provide supporting documentation with your complaint such as receipts, billing statements and bank statements.
There are several methods to file your complaint to the Department of For-Hire Vehicles:

You will receive an acknowledgement notification from the Department of For-Hire Vehicles upon receipt of your complaint. The agency will also contact you to provide you with a record ID to reference your complaint and request any additional information needed to proceed further with your case. Please respond to any request for information promptly to avoid delay or closing of your case. Your complaint will be investigated to determine if any regulations outlined in DCMR Title 31 may have been violated. Upon determination of the actionable complaints, the Department of For-Hire Vehicles will reach out to PSP to resolve. You will be notified of the complaint outcome after the resolution effort is completed.
