The owner of a vehicle already in service may file a single application with DFHV requesting a one to three year extension of the deadline. The decision to grant an extension will be based on not only the mechanical, safety and aesthetic condition, but also the reason for requesting an extension. An auto inspection report from a national pre-purchase auto inspection service registered with the Better Business Bureau or a locally based (DC, MD, VA) automotive dealership that certifies vehicles will be required to be submitted. The certification according to manufacturer specifcations or an auto inspection service provider with realtime onboard diagnostic monitoring and reporting technology should cover a minimum of 150 point inspection. A taximeter calibration report and a dome light inspection report from a DFHV-certified meter shop must also be included with the extension request. Anyone requesting an extension must agree to have an electronic monitoring device placed on the vehicle and provide monthly reports to DFHV.
Only one application may be filed concerning a specific vehicle, regardless of whether the application is granted or denied.
The vehicle must:
- Have passed its two most recent required DMV inspections;
- Be in excellent mechanical condition, as determined by DFHV; or an independent third party inspection service approved by DFHV;
- Be in excellent condition in appearance, including having no body demage on its exterior;
- Not be a salvaged vehicle; and
- Not have been driven more than 300,000 miles at the time the application is filed.
The vehicle and its owner shall be in compliance with all applicable provisions of Title 31 including without limitation to the insurance requirements of Chapter 9 and equipment requirements of Chapter 8.
The application shall be filed not later than 60 days prior to the date by which the vehicle must be retired from service.
The application for extension shall be filed by the owner on the form available for download below, executed under oath, submitted with a $50 filing fee, accompanied by the appropriate documentation and returned in person.
If the application is granted, the extension shall not extend the applicable service life based on age by more than three years, or based on mileage by more than 100,000 miles.
